Teachers report that out of date and overloaded curriculums continue to have detrimental effects on learners amidst reform
In this year's Science Teaching Survey, we asked about curriculum-related challenges and the impact on learners across the UK and Ireland.
Our most important findings:
Overloaded and out of date curriculums are still reported as having detrimental effects on learners
As curriculum reform progresses in the nations of the UK and Ireland, we’re continuing to monitor the impact of curriculums on the learning outcomes of young people.
Teachers in England are increasingly saying that the current curriculum being overloaded and out of date/irrelevant is having a detrimental effect on student learning outcomes. A new national curriculum will be introduced in England in 2028, which is intended to directly address these two issues, among others.
In Wales, despite the recent introduction of the new ‘Made for Wales’ curriculum, the number of respondents reporting that the curriculum being out of date or irrelevant is having a detrimental effect on learner outcomes has increased from 2024 (when we last asked this question).
In Northern Ireland, teachers reported less of a detrimental effect on learners from an out of date/irrelevant curriculum in 2026 compared to 2024, with a drop of 8%. However, more teachers reported an overloaded curriculum having a detrimental effect on learner outcomes in 2026 compared to 2024, a rise of 6%.
A similar pattern emerged in the Republic of Ireland. Reports of outdated or irrelevant curriculum content affecting learner outcomes fell by 4%, while reports of curriculum overload increased by 14%.
Opinions of teachers in Scotland have broadly remained consistent on the impact of curriculum on learner outcomes between 2024 and 2026.
Educators also told us that the overloaded nature of the chemistry curriculum is preventing them from working with external organisations to provide enrichment and outreach activities with their learners. This time pressure appears to come from both an overloaded curriculum and wider demands not specific to the sciences, for example trips, enrichment from other subjects and work experience.
As curriculum reforms embed across the nations of the UK and Ireland, we will continue to seek teachers’ views on their implementation and whether the new curriculums are starting to address these detrimental effects identified over the last few years.

A fall in teacher confidence coincides with curriculum reform
Alongside the reported detrimental effects curriculums are continuing to have on learners amidst reform, this year teachers in Wales and the Republic of Ireland (ROI) have reported a drop in confidence in teaching chemistry at different stages.
The new ‘Made for Wales’ reformed curriculum was recently introduced in Welsh schools. In the same period, confidence in teaching chemistry at key stage 3 (progression step 4) has fallen 20% from 2025 to 2026. Similarly teaching key stage 4 chemistry (progression step 5) has fallen 13% in the same period, with key stage 5 confidence falling by 10%.

Teacher confidence has also declined alongside recent curriculum change in the Republic of Ireland. For those who teach it, confidence in delivering Junior Cycle Chemical World has dropped by 10% of those feeling somewhat or very confident in 2026 compared to 2025. Similarly for Transition Year, confidence has dropped 2% in the same time period. Teacher confidence in teaching Leaving Certificate chemistry has also decreased by 7% from 2025 to 2026, with Leaving Certificate biology falling more substantially by 13% in the same time period. From qualitative responses, it appears that a lack of confidence could be resulting from a lack of clarity in the curriculum (and qualification) changes that have been introduced.

Reform is underway in England, with a new national curriculum and GCSE subject content due to be introduced in stages from 2028. Teachers in England also highlighted the importance of clear guidance and expectations as curriculum reform progresses.

We asked teachers in England what support they’d like from government to prepare for the new curriculum. Many responses cited needing more funding and time to properly prepare (including writing schemes of work, preparing resources, buying equipment).
I would like courses fit for purpose that allow me to teach my subject to all levels and enthuse them about science. To do this we need to be properly resourced. This includes learning outcomes, summary notes, questions, practicals and resources to allow the practicals to be carried out by each individual in a class. This requires a logical approach with serious funding and concrete resources not just words.

Although most teachers did not specifically call out the need for training to prepare for a revised curriculum, technicians have told us that they would value role-specific professional development to help them prepare for upcoming changes following reform.
What we’re doing
We continue to influence governments across the UK and ROI so that they provide a world-class chemistry education for all, via a relevant and adequately resourced curriculum, accessible routes and equitable pathways, and an empowered expert workforce.
